Summary

The project consists of extending the Building 1 Wing 6 demising wall vertically to the structural concrete deck above to eliminate a 2 3.5 ft gap and thermally and mechanically isolate Wing 6 from the Spine corridor. Work also includes sealing penetrations and abandoned penetrations with fire rated materials where the wall separates the Women's restroom from the Spine corridor. An optional scope may include reconstructing storage room #4089, installing hollow metal door frames and doors with security hardware, sealing wall penetrations with fire-rated sealant, providing additional fire sprinkler protection as required, installing interior lighting, and installing NIST-standard interior signage. The contractor will provide all labor, materials, site protection, debris removal, and coordination required to complete the work in accordance with NIST campus safety and construction requirements.

Summary (Newest Update)

Background The Department of Commerce (DOC), National Institute of Standards and Technology (NIST) campus is located in Boulder, Colorado, and serves as a research and development facility. The Office of Facilities and Property Management (OFPM) at NIST is responsible for maintaining and renovating spaces, including laboratories and office areas. The objective of this acquisition is to fulfill the minimum requirements for the B1 Wing 6 Seal Above Hallway Doors Project, which aims to enhance safety and functionality within the facility. Work Details The project involves extending the Building 1 Wing 6 demising wall vertically to eliminate a gap of 2 to 3.5 feet, thermally and mechanically isolating Wing 6 from the Spine corridor. Additionally, the contractor will seal all penetrations and abandoned penetrations with fire-rated materials where the wall separates the Women’s restroom from the Spine corridor. An optional scope includes reconstructing storage room #4089, installing hollow metal door frames and doors with security hardware, sealing wall penetrations with fire-rated sealant, providing additional fire sprinkler protection as required, installing interior lighting, and installing NIST-standard interior signage. The contractor will provide all labor, materials, site protection, debris removal, and coordination required to complete the work in accordance with NIST campus safety and construction requirements. Period of Performance The contract period of performance is from July 15, 2026, to September 30, 2027. Place of Performance Work will be performed at the US Department of Commerce (DOC) Boulder Laboratories campus at 325 Broadway, Boulder, CO in and around Building 1, Wing 6. Bidder Requirements Bidders must meet specific requirements including providing bid/payment/performance bonds and contractor licensing. This opportunity is set aside for small businesses (Small Business Set Aside - Total (SBA)). Contractors must also coordinate with NIST representatives throughout the contract duration. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract with NIST, specifically 1333ND23DNB190020 (IDV) awarded to PEM Construction for $6,661,980 under an NIST LTDB Construction IDIQ (09/21/23–04/30/26). The prior work is likely relevant because the current scope involves facility construction/renovation tasks at the NIST Boulder campus—extending a demising wall, sealing penetrations with fire-rated materials, and performing related interior modifications—activities that align with typical IDIQ construction support for NIST building improvements.
