This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 12.102(a). It is not a request for competitive quotes. The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to Campbell-Sevey Inc. because they are the only vendor authorized to provide the replacement equipment required in the geographic region as the Minneapolis VA Health Care System and able to meet the requirements set forth in the statement of work required by the Veterans Integrated Service Network 23 (VISN 23). The North American Industry Classification System (NAICS) code for this requirement is 333415 and the product/service code is 4420. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. Interested firms with the capability of providing the requirement shall submit capability statements so the Government can determine the firm s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government s review of the industry s ability to perform or provide these requirements. Firms shall include the following information with their responses: Organization name, unique entity identification (UEI) number, address, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number. Capability statement demonstrating the ability to meet all the specialized requirements stated in the Statement of Work and your organization s expertise in the above-described areas in sufficient detail, including any other specific and relevant information. Copies of any agreements with companies/manufacturer(s) showing authorization to provide required products / services. Small Business respondents indicate the estimate of services to be subcontracted: What percentage of services (estimated) would the company perform as the Prime Contractor? __________________% What percentage of services (estimated) would the company subcontract to other firms? __________________% State whether any of the requested services/supplies may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.). Vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to cameron.rick@va.gov. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Summary (Newest Update)

Background The Department of Veterans Affairs, Network Contracting Office 23, is planning to award a sole source, firm-fixed price contract to Campbell-Sevey Inc. This decision is based on Campbell-Sevey Inc. being the only vendor authorized to provide the necessary replacement equipment for the Minneapolis VA Health Care System. The contract aims to fulfill specific requirements outlined by the Veterans Integrated Service Network 23 (VISN 23). Work Details The contract involves the provision of steam coils as specified in the Statement of Work. The relevant details include: - The contractor must demonstrate capability in meeting all specialized requirements stated in the Statement of Work. - Firms must provide capability statements that detail their expertise and ability to meet these requirements. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance The products will be delivered and performed at the Minneapolis VA Health Care System. Bidder Requirements Bidders must provide documentation including organization name, unique entity identification (UEI) number, address, email address of a contact person, website address, and telephone number. They must also submit capability statements demonstrating their ability to meet specialized requirements and copies of any agreements with manufacturers showing authorization to provide required products/services. Incumbent Analysis (see Incumbents section for more detail) The notice indicates a confirmed incumbent relationship with Campbell-Sevey, citing prior work under contract 36C26325P1126 (09/22/25–12/21/25) valued at $50,733 for “Steam Dispersion Panels” at the Minneapolis VAMC. The current requirement is also for steam-related replacement equipment (steam coils) delivered/performed at the same facility, suggesting the new effort is a continuation or follow-on replacement of closely related components within the same steam system.
