1.0 BACKGROUND AND OBJECTIVE The 72d Civil Engineer Directorate (72 ABW/CE) at Tinker Air Force Base (TAFB), Oklahoma, is seeking capability statements from qualified industry partners to provide comprehensive, cradle-to-grave engineering project management, execution, and technical support services. The objective of this acquisition is to secure an agile, innovative, and highly qualified engineering workforce to manage the installation's built infrastructure portfolio. 2.0 CONTRACT STRUCTURE & STRATEGIC INTENT The Government anticipates an IDIQ contract utilizing both Firm-Fixed Price (FFP) and FFP Level of Effort (LOE) Contract Line Item Numbers (CLINs) to address baseline workload, surge capacity, and specialized workload as appropriate. A critical strategic imperative of this contract is the support of the Government's long-term workforce and insourcing strategy. The successful offeror must be capable of providing comprehensive knowledge transfer, developing rigorous Standard Operating Procedures (SOPs), and seamlessly transitioning specific functions to Government performance over the life of the contract. 3.0 SCOPE OF WORK SUMMARY The scope of work is divided into two primary categories: 3.1. Baseline FFP-LOE Scope (Core Workload): The contractor shall provide an optimally sized, on-site support team to execute the daily, continuous functions of the CEN portfolio, including:
Full lifecycle project management for the Decentralized FSRM (dFSRM) and Oklahoma City Air Logistics Center (OC-ALC) Maintenance & Repair (M&R) programs. This requires a proactive execution strategy, including: - Planning and programming support (developing Project Assessed Amounts). - Developing "on-the-shelf" requirements and design packages in the fiscal year prior to execution (FY-1). - Developing dual-track Independent Government Estimates (IGEs) for programming and procurement. - Providing active solicitation support to the Contracting Office. - Providing comprehensive on-site construction management, utilizing the Three-Phase Quality Control process for all definable features of work.
Providing foundational engineering services, including: - Managing the Installation Geospatial Information & Services (IGI&S) / GeoBase program and Master Record Drawings. - Performing engineering evaluations, root-cause analyses, and ad-hoc technical support. - Managing the installation Excavation Permit program and Airfield Maintenance contracts. - Portfolio-wide warranty management and real property closeout (DD Form 1354). - Operations Engineering (Requirements & Optimization): Providing dedicated asset management, BUILDER sustainment system execution, and 5-year lifecycle planning for designated reimbursable customers (e.g., CSAG, Navy, DLA). 3.2. Orderable IDIQ Scope (Surge & Specialized Workload): The contractor shall maintain the capacity (including corporate reach-back) to dynamically scale support for discrete, project-specific task orders, including: - Full Lifecycle Project Management for large, complex, or high-risk projects - Stand-Alone Requirements Package development and A&E Design Management. - Special Acquisition Support (developing new, large-scale contract vehicles). - Stand-Alone Construction Inspection Augmentation. - Stand-Alone External Agency Liaison (providing dedicated technical review and oversight for projects executed by external agents such as USACE or AFCEC). 4.0 KEY PERSONNEL & QUALITY REQUIREMENTS The Government requires a highly credentialed workforce to mitigate risk and ensure technical rigor. Key Personnel requirements include, but are not limited to: - Chief Engineer & Lead Engineers: Must possess active Professional Engineer (PE) or Registered Architect (RA) licenses.
Must possess Project Management Professional (PMP) certifications or equivalent degrees, with 7+ years of experience.
Must possess USACE Construction Quality Management (CQM) certification and applicable discipline-specific International Code Council (ICC) Commercial Inspector Certifications. Furthermore, strict adherence to data integrity is paramount. The contractor will be required to manage project data accurately and timely within designated Government IT systems of record (e.g., NexGen IT, Kahua) and will be evaluated against stringent Quality Performance Indicators (QPIs) tied to schedule adherence, cost estimating accuracy, construction cost control, and data accuracy.
