Summary: Background The Department of Commerce (DOC) campus, located at 325 Broadway in Boulder, Colorado, is primarily occupied by the National Institute of Standards and Technology (NIST), with additional presence from the National Oceanic Atmospheric Administration (NOAA) and the National Telecommunications and Information Administration (NTIA). The NIST Office of Facilities and Property Management (OFPM) oversees the maintenance and renovation of various spaces, including laboratories and office areas. Annual testing has revealed that many safety showers and eyewashes fail to meet ANSI Z358.1-2014 standards, prompting a study by OFPM to identify deficiencies and recommend corrective actions. While some issues have been addressed internally, significant deficiencies remain in several buildings, necessitating contracted construction services to ensure compliance with safety standards. Work Details The project involves Design-Build services to correct deficiencies in emergency eyewash and shower fixtures across multiple buildings on the NIST Boulder Campus. The scope includes: 1. **Building 22 Room 1203**: Add hot water to an existing eyewash/shower combination unit to meet ANSI Z358.1-2014 requirements. This includes modifying plumbing infrastructure, installing a thermostatic mixing valve (TMV), and ensuring proper water temperature and flow. 2. **Building 25**: - Option 1: Bring an existing eyewash/shower combination unit into compliance by modifying plumbing connections similar to Building 22. - Option 2: Install a new ANSI Z358.1-2014 compliant eyewash fixture in Room 117 where none currently exists. 3. **Building 42/Central Utility Plant**: Add a new compliant eyewash fixture in the chiller room. 4. **Building 1**: Replace an existing non-compliant eyewash/shower unit in Room B1-2047B. 5. **Building 2**: Replace a non-compliant shower unit located in the 1100 hallway. Each task requires professional architectural and engineering services, construction plans, specifications, testing before and after work completion witnessed by NIST staff, and measures to minimize disruption to building occupants during construction. Period of Performance The contract period of performance is from October 1, 2026, to March 29, 2029. Place of Performance NIST Boulder Campus, Boulder, CO

OFPM Site Standards.zip Background Information The Department of Commerce (DOC) campus is a research and development complex located at 325 Broadway in Boulder, Colorado. The National Institute of Standards and Technology (NIST) is the primary occupant, National Oceanic Atmospheric Administration (NOAA) and National Telecommunications and Information Administration (NTIA) also have a presence on campus. NIST's Office of Facilities and Property Management (OFPM) is responsible for maintaining and renovation of spaces which consist of laboratories, office space and facilities maintenance areas throughout the campus. Annual testing of safety showers and eyewashes across campus have shown a significant number of fixtures failing to meet the ANSI Z358.1-2014 (Emergency Eyewash & Shower Standard), mostly shower/eyewash combination fixtures that fail during simultaneous operation. OFPM conducted a study which identified deficient fixtures, determined the cause of failure, and recommended necessary actions to bring the fixtures into compliance. Purpose Many of the deficiencies identified have been remedied by NIST OFPM employees completing the recommended corrective actions. However, the scope in some buildings/areas is large enough to warrant contracted construction: Building 22 (B22), Building 25 (B25), Building 42 (B42/Central Utility Plant CUP), Building 1 (B1), and Building 2 (B2) all have emergency fixtures needing attention. The intent of this project is to remedy the remaining deficiencies such that all emergency fixtures are compliant with ANSI Z358.1-2014. This Design-Build project is structured with B22 as the base scope and four option CLINs for the other abovementioned areas. Recommendations presented in this SOW and supporting documents are intended to be an optional starting point. Additional design and coordination will be necessary to proceed with any of the recommendations. It is the responsibility of the contractor to evaluate and confirm the viability of the recommendations, provide an engineered design, and execute the construction to successfully bring all fixtures within project scope into compliance. PLACE OF PERFORMANCE: NIST Boulder Campus, Boulder, CO
