Summary

This is a combined synopsis/solicitation for a commercial product/service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation number is 75N98026Q00470 and is issued as a Request for Quote (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-06 October 1, 2025. The North American Industrial Classification (NAICS) code 541511 with a size standard $134. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part Subpart 13.5. COMMITMENT OF PUBLIC FUNDS

The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed acquisition. Any other commitment, either explicit or implied, is invalid.

PREPARATION COSTS

This RFQ does not commit the Government to pay for the preparation and submission of a quote.

In order to receive an award, contractor must be registered and have a valid certification in Beta SAM (System for Award Management) https://beta.sam.gov/. Interested vendors capable of providing the Government with the services specified in this combined synopsis/solicitation shall submit electronic responses to Damian.Hurge@hhs.gov. Please reference solicitation 75N98026Q00470 on all correspondence to this notice. Quotes must be submitted electronically no later than Monday, June 15, 2026 at 2:30 PM EST.

EVALUATION FACTORS FOR AWARD

This procurement will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make award.
