Summary: Background The Directorate of Public Works (DPW) at Fort Bragg, North Carolina, has issued a requirement for a maintenance and service repair contract for the Airfield Lighting Control and Monitoring Systems (ALCMS) at Simmons Army Airfield and Mackall Army Airfield. The goal of this contract is to ensure the proper operating condition and repair of all ALCMS, excluding bulb replacement services. Work Details The contractor will provide comprehensive management, supervision, personnel, labor, equipment, supplies, facilities, transportation, tools, materials, and other non-personal services necessary to perform all ALCMS operations. Key tasks include: - Maintenance and repair of ALCMS systems ensuring compliance with applicable Federal, State, and local laws. - The system consists of modem workstation computers in the control tower and lighting vault with touch screen control panels. - Communication between workstations via a redundant fiber-optic network. - The contractor must ensure that all work meets or exceeds specified tasks outlined in the Performance Work Statement (PWS). - Quarterly maintenance services are required four times a year during regular business hours. - Technical support must be provided remotely as needed. - The contractor is responsible for maintaining free flow of vehicular and pedestrian traffic during operations. Period of Performance The period of performance is for a twelve (12) month base year with four (4) option years of 12 months each. Place of Performance The work will be performed at Simmons Army Airfield and Mackall Army Airfield in North Carolina. Bidder Requirements Bidders must comply with Small Business Set Aside - Total (SBA) requirements. Contractors must possess current certifications as indicated in the PWS. They are also required to complete Anti-Terrorism Officer training within 30 days post-award and ensure all personnel have necessary security clearances. Additionally, contractors must maintain bid/payment/performance bonds.
