Summary (Newest Update)

Background The Defense Health Agency (DHA) is seeking to procure a firm-fixed-price (FFP) contract for non-personal, turnkey, paramedic-level Emergency Medical Services (EMS) at Robins Air Force Base (RAFB), Georgia. The goal of this contract is to ensure continuous, uninterrupted EMS coverage 24 hours a day, 7 days a week, throughout the year. The agency reserves the right to expand the scope of services to include similar EMS requirements for other Military Treatment Facilities (MTFs) in Georgia and South Carolina. Work Details The contractor shall provide all personnel, management, supervision, fully equipped ambulances, and supplies necessary to deliver EMS. Key performance requirements include: - Continuous coverage 24/7/365. - A mandatory seven (7) minute response time for primary emergency calls. - A detailed capability approach that includes staffing and retention strategies for qualified paramedics, logistical staging strategies to meet response time standards, a transition plan for service start-up by November 1, 2026, and a subcontractor/partnership plan ensuring at least 50% of contract performance costs are incurred for prime contractor employees. Period of Performance Base Period: November 1, 2026 - April 30, 2027; Option Periods: May 1, 2027 - April 30, 2031; Potential extension until October 31, 2031. Place of Performance Robins Air Force Base (RAFB), Georgia; potential expansion to other Military Treatment Facilities in Georgia and South Carolina. Bidder Requirements Offerors must demonstrate technical capability in providing paramedic-level EMS services with a focus on staffing credentials including Endotracheal Intubation certification. Past performance must include similar contracts within the last three years. Proposals must be submitted electronically and comply with specified formatting requirements. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award FA850123P0008, awarded to United Medevac Solutions for $3,853,236 (05/01/23–10/31/26). The prior contract required the contractor to provide full coverage 24-hour paramedic emergency ambulance services for patient transport from Robins Air Force Base, GA, with labor, vehicles, supplies, and services as detailed in a PWS. The current requirement similarly calls for turnkey paramedic-level EMS at RAFB with continuous 24/7/365 coverage and a seven-minute response time, suggesting the new effort is a continuation or re-compete of the same base EMS ambulance function.
