Background The Testing and Advance Technology Division (TATD) of the EPA's Office of Transportation and Air Quality (OTAQ) is seeking to purchase a preventative maintenance contract for its existing Elementar vario EL Cube CHN analyzer. This equipment is essential for conducting fuel compliance testing under ASTM D5291 and applicable federal regulations. The contract aims to ensure the proper functioning of this equipment, which is critical for meeting evolving emissions statutory requirements and supporting clean vehicle fuels and technologies. Work Details The contractor will provide a support maintenance contract for the Elementar vario EL Cube with VLS serial number 1970BE1001. The services include: 1) One onsite repair visit per term year by an Elementar Field Service Engineer, 2) One preventative maintenance visit per term year by an Elementar Field Service Engineer, 3) Provision of materials required for repairs or standard preventative maintenance visits, 4) Repairs must be coordinated through Elementar’s technical support prior to onsite visits, covering only repairs that can be conducted at EPA/NVFEL. The contractor must also ensure that the system achieves applicable metrics using argon carrier gas as specified in the Elementar manual after any maintenance or repair activity. Period of Performance Base Contract: August 1, 2026 - July 31, 2027; Option 1: August 1, 2027 - July 31, 2028; Option 2: August 1, 2028 - July 31, 2029; Option 3: August 1, 2029 - July 31, 2030.
