Background The Seattle VA Medical Center is seeking to replace outdated patient lifts that are essential for assisting Veterans with mobility. The existing lifts are beyond their replacement date and some are deemed 'Beyond Economical Repair' due to frequent use. This project aims to meet hospital codes and standards by replacing overhead equipment that has reached 'End of Life'. The goal is to enhance mobility assistance for Veterans, ensuring safe and efficient movement from beds, wheelchairs, and shower chairs. Work Details The contract involves the removal and replacement of patient lifts in specified wards. The contractor must provide a robust overhead lift system that meets the following specifications: - Coverage in all patient care rooms and maximum coverage in 2-West patient bathrooms. - Design, procurement, delivery, project management, and installation services. - Removal of existing ceiling lift equipment as shown in Attachment B. - Equipment must be manufacturer safety certified post-installation. - A basic troubleshooting training class for Seattle Healthcare Technology Management staff is required. Bidder Requirements Bidders must ensure that all products are new; refurbished products will not be accepted. Installers must be certified, insured, and comply with facility requirements and regulations. All contractor personnel must have OSHA 10-hour construction safety training cards. The contractor must provide a drawing indicating items in the ceiling that must be moved prior to installation and verify how their product will attach to the VA structural deck. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on award 36C26022P1160, awarded to Guldmann for $344,250 (09/28/22–09/30/23). The prior work involved Guldmann patient lift room covering systems for an inpatient rehabilitation unit, which aligns with the current requirement to remove and replace overhead patient lift equipment and install manufacturer-certified systems across multiple VA wards. The use of the same lift technology/manufacturer and the similar overhead lift installation scope suggest this effort may be a continuation or expansion of the facility’s lift replacement program.
