Background

The Illinois Department of Innovation and Technology (DoIT) is soliciting offers for a Laboratory Information Management System (LIMS) on behalf of the Illinois Department of Agriculture (IDOA). The goal of this contract is to modernize the current paper and Microsoft Access-based system to enhance efficiency, data integrity, and compliance in laboratory operations. The new LIMS will support various laboratory tasks, reduce reliance on paper, improve instrument interfacing, track inventory, and ensure quality control.

Work Details

The awarded vendor will provide a comprehensive LIMS solution that includes the following services: Project Management, Requirements Validation, Solution Design and Development/Configuration, Testing, User Training, SaaS Provisioning, Deployment/Hypercare, Maintenance and Operations, Knowledge Transfer and Exit Transition. Key deliverables include: Project Management Plan (PMP), Requirements Validation Report, Configuration Management Plan, System Design Document, Test Management Strategy with various test plans (Functional Test Plan, Security Test Plan), User Acceptance Test Plan, End-User Training Plan, Infrastructure Management Plan, Deployment Plan, Monthly Security Status Report, Technical Documentation including System and User Documentation. The system must also integrate with existing lab instruments and be scalable for future needs.

Period of Performance

The contract will have an initial term of five years with the option to renew for up to five additional years. The total term shall not exceed ten years.

Place of Performance

The services will be performed in Illinois as specified by the Illinois Department of Agriculture.

Bidder Requirements

Offerors must comply with specific certifications including Business Enterprise Program (BEP) participation with a goal of 6%. They are required to submit Vendor Disclosure or IPG Active Registered Vendor Disclosure along with their proposal. Additionally, they must demonstrate experience in providing similar solutions to government entities.
