Background

The State of North Carolina, through the Department of Health and Human Services (NCDHHS), is seeking proposals from banking and financial institutions to provide and operate an Automated Teller Machine (ATM) at the Caswell Developmental Center located in Kinston, NC. The goal of this contract is to enhance financial services available to individuals at the center.

Work Details

The selected contractor will be responsible for providing and operating an ATM on the Caswell Developmental Center Campus. The ATM will occupy approximately 120 square feet of space, which will be designated by the Caswell Center Manager. The contractor must ensure that the ATM provides essential banking services such as withdrawals, deposits, and transfers on a 24-hour basis. Additionally, the contractor is responsible for all installation costs related to the ATM, including any necessary improvements to the premises. The contractor must maintain the ATM in acceptable condition throughout the lease term.

Period of Performance

The lease is anticipated to commence on July 1, 2026, with a minimum initial term of three years. There are options for renewal periods upon mutual agreement between both parties.

Bidder Requirements

Proposers must be registered as a legal entity under North Carolina law and maintain this registration throughout the lease term. A sublease arrangement is not acceptable. Proposers must provide proof of insurance coverage including general liability, workers' compensation, automobile liability, and product liability insurance. Participation from Historically Underutilized Businesses (HUBs) consisting of minority, women, and disabled business firms is encouraged.
