Background

The Massachusetts Department of Elementary and Secondary Education (DESE) Office for Nutrition is seeking to contract with an experienced warehouse distributor. The goal is to purchase, receive, store, sell, and deliver Massachusetts' procured food products, including USDA Processed Foods, to schools, child and adult care centers, and other recipient agencies across various regions in Massachusetts.

Work Details

The contractor will be responsible for the following services: 1. Purchase, receive, store, sell, and deliver MA procured food products including USDA Processed Foods. 2. Ensure compliance with federal laws and regulations regarding food safety and storage. 3. Maintain adequate warehouse facilities with proper storage capacities for frozen, chilled, and dry foods. 4. Provide biweekly deliveries (with weekly preferred) to recipient agencies with a minimum drop size of 20 cases (15 cases preferred). 5. Maintain inventory records and provide electronic reports on stock status and product utilization. 6. Handle all inbound shipments with proper inspection for condition and temperature upon receipt.

Period of Performance

The contract is expected to commence upon approval and will last until June 30, 2027. There may be options for renewal up to a maximum of 12 months.

Place of Performance

Services will be performed in various regions across Massachusetts including Greater Boston, Southeast Massachusetts, Central Massachusetts, and Western Massachusetts.

Bidder Requirements

Bidders must have sufficient warehouse space to meet the requirements outlined in Massachusetts Department of Public Health Regulations. They must also provide 'all risk' insurance equal to the value of the estimated donated foods in their possession prior to contract approval. Additionally, bidders must have a current license to operate under Massachusetts General Laws Chapter 94 and submit a Continuity of Operations Plan along with Food Defense Plan and Food Recall Procedures.
