Background

The State of Iowa, through its Department of Natural Resources, is seeking qualified bidders to supply Water Rescue Equipment and Supplies, specifically Personal Water Protective Gear and Flotation Devices. This equipment is intended for use in marine law enforcement, water training, and rescue events. The contract will be available to all State Agencies and Political Subdivisions.

The contract includes the provision of various types of personal flotation devices (PFDs) and related equipment: - Inflatable Personal Flotation Device (PFD): Minimum USCG Type II rated, designed for law enforcement body armor, includes automatic inflator, molle attachment points, and body-camera compatibility. Quantity: 125.

High-Buoyancy Inherently-Buoyant PFD

Minimum USCG approved, supports additional law enforcement gear. Quantity: 10.

Kayak-Style Inherently-Buoyant PFD

Designed for paddling operations. Quantity: 125.

Float Coat/Bomber Jacket PFD

Approved for marine patrol and ice settings. Quantity: 100.

Flotation Bibs

Designed for marine patrol and snowmobile settings. Quantity: 12.

Ice-Rescue Suits

For cold water immersion settings. Quantity: 3.

Emergency Throw-bags

Minimum 50 ft polypropylene rope in quick-drying mesh bag. Quantity: 25.

Period of Performance

The contract term will begin on July 28, 2026, and end on July 27, 2027, with an option for up to five annual extensions at the discretion of the Lead Agency.

Place of Performance

The equipment will be delivered to various locations as specified by the State of Iowa Department of Natural Resources.

Bidder Requirements

Bidders must comply with specific requirements including certifications related to the goods provided. The contract will not be exclusive; all state agencies may utilize it. Bidders must also agree to terms regarding payment timelines (Net 60) and shipping conditions (FOB Destination).
