WMUA T4 Water/ Sewer Operator Services

Background

The Willingboro Municipal Utilities Authority (WMUA) is seeking proposals for Water and Sewer Operator Services. The WMUA's mission is to ensure the effective management of water and sewer systems in Burlington County, New Jersey. This contract aims to procure a qualified operations firm to oversee and manage these systems, ensuring compliance with state regulations and efficient service delivery.

Work Details

The selected operator will provide licensed personnel to manage the WMUA’s water and sewer systems, including: - Water treatment, distribution, sewer treatment, and collection systems management. - A licensed Operator of Record and a fully licensed backup operator. - Preparation and submission of monthly operational reports. - Coordination of sludge and waste removal in compliance with NJDEP regulations. - 24-hour remote monitoring of systems. - Onsite presence three days a week for day-to-day operations assistance (maximum 15 hours per week without prior approval). - Emergency response within one hour of notification. - Compliance sampling management and reporting for regulatory requirements. - Additional services may include staff supervision, budget management, facility assessments, emergency staffing assistance, and coordination with contractors for major repairs.

Period of Performance

The contract will be performed over a period of one year from the date of award.

Place of Performance

The services will be performed in Burlington County, New Jersey.

Bidder Requirements

Proposers must demonstrate at least fifteen years of relevant experience operating mid-sized water and sewer systems in New Jersey. They must also comply with N.J.S.A.10:5-31 et seq. and N.J.A.C. 17:27 et seq., providing proof of business registration as required by law.
