Summary

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0782 is issued as a Request for Quotation (RFQ) for reforming eight catfish ponds. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 237990. The small business size standard is $45.0 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. Organized site visits have been scheduled for June 23, 2026 at 1:00 PM Central Daylight Time (CDT) and June 24, 2026 at 9:00 AM CDT. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by June 22, 2026 at 4:00 PM CDT with the name(s) of attendee(s), company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document. All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than June 29, 2026 at 4:00 PM CDT. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. Summary: Background The USDA Agricultural Research Service (ARS) is issuing this solicitation for the reforming of eight catfish ponds located at the Warmwater Aquaculture Research Unit in Stoneville, Mississippi. The goal of this contract is to enhance the functionality and sustainability of these aquaculture facilities, aligning with USDA's mission to improve agricultural productivity and environmental stewardship. This acquisition is set aside for small business concerns, emphasizing the agency's commitment to supporting small enterprises in federal contracting. Work Details The contractor will be responsible for the following tasks: 1. Reforming eight existing 0.25-acre catfish ponds as per provided drawings. 2. Draining all ponds and killing weeds if necessary, using existing soil sediment to grade pond bottoms level to the bottom of north drainpipe locations. 3. Grading side slopes with existing soils, ensuring a finished slope of each levee at 4:1 and a final pond depth between 5 to 6 feet. 4. Ensuring levees have a finished top width of at least 20 feet for ease of access with trucks and utility vehicles. The contractor must also utilize bio-based products wherever possible without compromising quality, submit a Site Safety Specific Plan/Accident Prevention Plan within seven days post-award, and ensure all materials meet federal specifications.
