This synopsis is not a request for quotes/offers/proposals. This is a pre-solicitation notice only. The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the United States Marine Corps, has a requirement for Training and Education Command (TECOM). The scope of this effort is to provide support to Marine Corps Information Maneuver School (MCIMS), Marine Corps Intelligence Schools (MCIS) Marine Corps Training Command (TRNGCMD), in providing instruction in various subjects required to grant Marines the Civil Affairs Military Occupational Specialty (MOS) and/or Influence MOS,, as well as to train Marines in Civil Affairs Operations (CAO), Civil-Military Operations (CMO), and information operations planning. This training will be delivered to Marine Corps CA MOS Course, CMO Planner, and IO planner students to prepare them to support the Fleet Marine Force (FMF). The training will also be delivered to unit staffs at all levels, from Battalions, Marine Information Groups (MIGs), Civil Affairs Group (CAG) to MAGTF, Joint and Coalition staffs in preparation for conducting CMO, Information Warfare (IW)and stability operations. These capabilities include a wide variety of military, political-military, scientific and technical developments within the IO/IW community through liaison with established service and/or joint IO staff organizations. Maintaining Core Skills/Currency are critical aspects of the IO/IW/OIE SME position and include extensive knowledge/experience with intelligence, IO/IW, doctrine, and policy as evidenced by additional courses attended during or after IO/IW/ employment. Candidates must possess a broad knowledge of information-related capabilities, electronic warfare, Military Information Support Operations (MISO), operations security, military deception, cyber operations, civil military operations, space operations and COMMSTRAT. The Contractor will support this effort by providing analysis, instruction, evaluation, scenario, and vignette development, and facilitating services that will enable students to organize, train and lead their CA/Influence units, and conduct Civil Affairs Operations and Civil-Military Operations, Stability Operations, and Information Warfare as an integral part of Expeditionary Advanced Base Operations (EABO), and Littoral Operations in a Contested Environment (LOCE).
