Summary

Marine Forces Special Operations Command (MARFORSOC) requires Joint Terminal Attack Controller (JTAC)-Instructor/Evaluator (I/E) support to assist the Assistant Chief of Staff (AC/S) G-3 Air/Fires in the facilitation of the MARFORSOC JTAC program and other Air/Fires mission sets throughout the command. Additionally, MARFORSOC requires Joint Interface Control Officer (JICO) support to assist the AC/S G-3 Air/Fires in the facilitation of Multi-Tactical Data Link Network (MTN) operations and coordination for the Joint Domain Network (JDN) within MARFORSOC's theater of operations. This is a competitive, best-value tradeoff acquisition conducted in accordance with FAR Part 12 and FAR Part 13.5 (Simplified Procedures for Certain Commercial Products and Commercial Services). The Government intends to award a Single Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract resulting from this solicitation. Task orders issued under this IDIQ will be Firm-Fixed-Price (FFP). The Government reserves the right not to award a contract depending on the quality of the proposals submitted and the availability of funds. Work Details The contractor will provide full-time qualified Subject Matter Experts (SME) to facilitate the JTAC Program and MTN requirements of MARFORSOC. Tasks include: - Supporting the facilitation of the JTAC program and other Air/Fires mission sets. - Assisting in MTN operations and coordination for JDN. - Providing training support services, travel in accordance with Joint Travel Regulations (JTR), and procuring necessary equipment and training aids as required. The contract includes multiple line items for training support services, travel, and equipment procurement with specified firm-fixed prices. Period of Performance The contract is expected to be performed from September 1, 2026, to August 30, 2027, with options for additional periods extending through August 30, 2031. Place of Performance CAMP LEJEUNE, NC 28542-0117, UNITED STATES. Bidder Requirements Bidders must be Service Disabled Veteran Owned Small Business Set-Aside (SDVOSBC). Offerors must demonstrate capability in SOF JTAC support, SOF training support, Joint Fires support, Strike cell operations, and Operational Air/Fires support. Key personnel must meet mandatory minimum qualifications as outlined in the Performance Work Statement.
