Background

The High Desert Education Service District (HDESD) is seeking qualified providers to deliver Speech Language Pathology services in support of its Early Intervention/Early Childhood Special Education (EI/ECSE) program. HDESD provides educational support services to school districts and early childhood programs throughout Central Oregon. Due to statewide workforce shortages, HDESD has faced challenges in recruiting and retaining qualified Speech Language Pathologists, prompting the need for contracted support to ensure continuity of services for children receiving EI/ECSE services.

Work Details

The selected provider may be asked to perform some or all of the following services: - Conduct speech and language evaluations and assessments. - Participate in eligibility determination meetings. - Develop recommendations and reports. - Provide direct speech and language therapy services. - Consult with families, educators, and service providers. - Participate in Individualized Family Service Plan (IFSP) and Individualized Education Program (IEP) meetings. - Complete required documentation and service records. - Maintain compliance with IDEA, ODE, and applicable state and federal regulations. - Coordinate services with multidisciplinary teams. Additional qualifications required include having an EI/ECSE ODE Authorization or being a licensed Speech Language Pathologist (SLP), experience serving children ages birth through five, and experience working in rural communities.

Period of Performance

July 1, 2026 – June 30, 2027. HDESD reserves the right to renew the contract for additional periods by mutual agreement.

Place of Performance

Services are needed in historically difficult-to-staff locations including Madras and Warm Springs within the HDESD service region.

Bidder Requirements

Vendors must hold EI/ECSE ODE authorization or be a licensed Speech Language Pathologist. They must meet all applicable Oregon Department of Education requirements, pass all required criminal background checks, maintain professional liability insurance, and demonstrate experience working with children in educational or early childhood settings.
