Background

The Regional Transportation District (RTD) is seeking qualified respondents to provide repairs for the Traction Power Substation (TPSS) 27, which was damaged due to a vehicular accident. The goal of this contract is to restore the structural integrity and functionality of the TPSS, ensuring it meets safety and operational standards.

Work Details

The contractor will be responsible for: 1. Evaluating damage to the TPSS structure and replacing any damaged panels and access doors. 2. Removing existing damaged electrical components and installing RTD-supplied electrical components. 3. Ensuring safety measures are in place during work, including site fencing and traffic control plans as required by CDOT. 4. Submitting various plans for RTD acceptance prior to beginning work, including a Site Specific Safety Plan, Quality Management Plan, Testing and Commissioning Plan, and a baseline schedule. 5. Coordinating with XCEL Energy for power feed removal, testing, and reconnection. 6. Developing shop drawings for replacement panels and doors for RTD review before fabrication. 7. Performing all electrical work in compliance with RTD criteria and CDOT requirements, ensuring that all electricians have the necessary experience and qualifications.

Period of Performance

The contract performance period is set for 244 days from the Notice to Proceed (NTP), including submission and acceptance of closeout documents.

Place of Performance

The work will take place at the Traction Power Substation (TPSS) 27 located in Denver, Colorado.

Bidder Requirements

Proposers must demonstrate that all electrical work will be performed by a company with at least 10 years of experience in the transportation industry, including specific experience with RTD signal and power systems as well as coordination with XCEL Energy. Additionally, all electricians on site must be at least second-year apprentices, with third-year apprentices preferred.
