Summary: Background The U.S. Army Contracting Command, Rock Island is conducting market research to identify parties interested in supporting a requirement for a Multiple Award Task Order Contract (MATOC) for construction services at Blue Grass Army Depot (BGAD), Kentucky. BGAD is a Government-Owned, Government-Operated installation responsible for the storage, maintenance, and demilitarization of conventional ammunition and materiel, supporting the readiness of the U.S. Army and joint forces. The goal of this contract is to sustain and modernize the facilities and infrastructure necessary for munitions operations. Work Details The contractor will provide construction services including facility sustainment, restoration, modernization (SRM), minor and mid-range construction, repair, renovation, new construction, equipment installation, concrete and site work, and design-build projects. The anticipated aggregate ceiling for this MATOC is $100 million with individual task orders ranging from approximately $350,000 to $15 million. The contractor shall also provide design and development services as required by individual task orders. Period of Performance The estimated period of performance consists of one base year plus four option years, commencing in September 2026. Place of Performance All work shall be performed at Blue Grass Army Depot in Kentucky. Bidder Requirements Bidders must possess the necessary contractor licenses and bonding capabilities. Personnel requiring access to BGAD Restricted/Limited Areas must have a current favorable National Agency Check (NAC) or be under escort. The contract may include tasks subject to the Davis-Bacon Act regarding wage determinations. Respondents must clearly identify their business size in their capabilities statement and indicate if they qualify as a Small Business or under other specific categories such as 8(a), Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business. Incumbent Analysis (see Incumbents section for more detail) This opportunity for a MATOC construction contract at Blue Grass Army Depot (BGAD) appears to have a confirmed incumbent and/or closely related prior contract activity, including multiple BGAD minor construction and facilities maintenance awards performed by Schwarz Construction (W519TC23D2010, $4,463,908; 05/08/23–05/07/28) and D And D (W519TC25D2010, $4,285,273; 01/30/25–01/16/29). Prior work descriptions include recurring BGAD sustainment/minor construction tasks such as building renovations and roof repairs, utility and water system work (e.g., pumps, sewer line/manholes), demolition, and SCADA/cybersecurity upgrades—activities that align with the MATOC’s stated scope of facility sustainment, restoration/modernization, repair/renovation, and design-build support. Additionally, Micron Air & Mechanical Solutions has repeated BGAD work order-based facilities maintenance/minor construction awards (e.g., W519TC23D2012 series), suggesting continuity of on-installation repair and minor construction needs that the MATOC would likely consolidate or extend.
