Summary: Background The USDA Forest Service is issuing this solicitation for Grounds Maintenance Services at the Hells Canyon National Recreation Area (HCNRA) located in Riggins, Idaho. The mission of the Forest Service is to sustain the health, diversity, and productivity of the Nation's forests and grasslands to meet the needs of present and future generations. The goal of this contract is to ensure proper landscape maintenance of the seven-acre compound at HCNRA, which includes maintaining lawns, trees, shrubs, and managing green debris cleanup. Work Details The contractor will be responsible for various landscape maintenance tasks including: 1) Maintenance of lawns, trees, and shrubs; 2) Cleanup of green debris; 3) Trimming of brush and fine grasses; 4) Pruning of trees; 5) Spring startup of the sprinkler system; 6) Blowing out sprinklers at the end of the irrigating season. These tasks are essential to maintain the aesthetic and ecological integrity of the recreation area. Period of Performance The contract period will be from July 1, 2026 through June 30, 2031. This includes one base period from August 1, 2026 to July 31, 2027 and four option periods each lasting one year. Place of Performance The work will be performed at the Hells Canyon National Recreation Area located in Riggins, Idaho. Bidder Requirements This acquisition is set-aside for small business concerns. Bidders must comply with applicable USDA regulations and possess relevant experience in landscaping services. Bidders are required to provide a list of similar projects completed in the past three years along with qualifications for key personnel including a Project Lead.
