Background The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy's ships, submarines, military watercraft, and unmanned vehicles. This contract is specifically for NSWCPD Code 71, which oversees Major Programs and multiple Land Based Engineering Sites (LBES) / Land Based Test Sites (LBTS). The goal of this contract is to provide non-personal services that do not create employment rights with the U.S. Government. Work Details The contractor shall provide Engineering, Technical (Maintenance/Installation/Alteration), Programmatic, Logistical, Life Cycle Management, and Systems Services in support of the Department 70 Major Test Programs and Industrial Support at NSWCPD. Tasks include: 1. Technical support, equipment life cycle management, data collection and analysis. 2. Metrics development, system development and testing support. 3. Engineering development models and system operability testing. 4. Logistic product development. 5. Program/project management standards and industry best practices support. 6. Workflow management, resource requirements and scheduling. 7. Configuration management and re-engineering consultation support. 8. Technical Support for systems including Electrical Power Systems, Gas and Steam Turbine Engines, Diesel Engines, Shipboard Propulsion Motors, Control networks, Machinery Shafting Systems, Piping Systems among others. Bidder Requirements All proposed personnel must be U.S. citizens. Key personnel must meet specific educational qualifications such as a Bachelor's or Master's degree in relevant fields along with extensive professional experience in program/project management or engineering roles related to Navy technical programs.
