The Naval Air Systems Command (NAVAIR), on behalf of the PMA-208 Aerial Targets Program Office, is issuing this Request for Information (RFI) to seek industry's capability to provide a robust, high-bandwidth, and long-range communications solution for its Subsonic Aerial Targets (SSAT) fleet. PMA-208 provides threat-representative aerial targets for test, evaluation, and training. Current SSAT communication architectures are primarily based on Navy Command Data Link (NCDL) and other Line-of-Sight (LOS) radio systems. These systems have limitations that hinder the ability to simulate complex, long-range threats and collect comprehensive data. For a detailed breakdown of the Government's current technical assessment, capability gaps, system constraints, and performance objectives, respondents must thoroughly review Attachment 1: RoCo Technical Background and Capability Gaps. NAVAIR is considering awarding one or more Other Transaction Agreements (OTA), pursuant to 10 U.S.C. 4022 Authority of the Department of Defense to carry out certain prototype projects, for Robust Communications (RoCo) for Sub-Sonic Targets. The Government reserves the right to pursue production of a successful prototype(s). The Government is considering utilizing the Naval Air Systems Consortium to potentially award one or more OTAs pursuant to 10 U.S.C. 4022 Authority of the Department of Defense to carry out certain prototype projects . Background The Naval Air Systems Command (NAVAIR), representing the PMA-208 Aerial Targets Program Office, is issuing this Request for Information (RFI) to explore industry capabilities for providing a robust, high-bandwidth, and long-range communications solution for its Subsonic Aerial Targets (SSAT) fleet. PMA-208 is responsible for delivering threat-representative aerial targets used in testing, evaluation, and training. The current communication systems are primarily based on Navy Command Data Link (NCDL) and other Line-of-Sight (LOS) radio systems, which have limitations that affect the simulation of complex threats and data collection. This RFI aims to gather information on potential solutions that can address these capability gaps. Work Details The scope of the RoCo project focuses on the Command and Control (C2) transmitter/receiver layer. The desired solution must integrate with the existing System for Naval Targets Control (SNTC) and be compatible with at least the BQM-177 and BQM-34 target aircraft. Key identified gaps include: - Limited Range/Blue Water Capability with a nominal maximum range of approximately 200 nautical miles; - Insufficient Data Rate that restricts telemetry data transmission; - Low Signal Resiliency susceptible to signal loss; - Restricted Datalink Connectivity incompatible with operational platforms like Link-16. Respondents are required to provide solutions addressing these gaps while maintaining operational capability. Period of Performance The geographic location(s) the contract will be performed (if provided) Bidder Requirements Respondents must demonstrate technical capabilities to address key capability gaps including Range, Data Rate, Resiliency, and Connectivity. They should provide a detailed technical approach, including architecture integration with existing systems, impacts on frequency management and cybersecurity, as well as a rough order of magnitude cost estimate for development and procurement. Additionally, collaboration with Original Equipment Manufacturers (OEMs) for integration into aerial target systems is required.
