Background The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), located in Bremerton, Washington, is issuing a contract for the maintenance, repair, and preservation of Caisson 4-5 Spare. The goal of this contract is to ensure that the caisson is maintained to the highest standards of quality and functionality, aligning with the mission of the PSNS & IMF. Work Details The contractor will be responsible for coordinating with the Contracting Officer via the Contracting Officer’s Representative (COR) to deliver the Asset to their facility. Upon docking, the contractor must wash and clean the Asset and perform various base metal and structural repairs. Specific tasks include: - Replacing the port rubber seal and performing required inspections and maintenance of the starboard seal; - Conducting ultrasonic and visual inspections of the hull, weather deck, tanks, piping, and operations deck; - Cleaning and pumping tanks; - Maintaining or replacing deck hatches; - Installing a new mimic board; - Testing alarm systems; - Cleaning ventilation; - Replacing all valves; - Replacing dewatering pumps; - Replacing grease lines and steady bearings; - Replacing actuator stands and actuators; - Replacing valve-stem extension shafts; - Removing, cleaning, and reinstalling rubber fendering; - Preserving hull, weather deck, weather deck handrails, tanks, piping, and operations deck; - Replacing zinc anodes; - Conducting operational testing; - Undocking the Asset; and arranging for its delivery back to the Government. Period of Performance The expected period of performance is from March 3, 2027 to September 3, 2027. Place of Performance The work will be performed at the contractor's facility as well as at Puget Sound Naval Shipyard. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on Everett Ship Repair’s award N4523A25C1103 for maintenance, repair, and preservation of a Bangor caisson (Caisson 1 Prime) valued at $13,096,387 (09/29/25–09/12/26). The prior work included COR-coordinated pickup/transport/delivery, docking wash/cleaning, ultrasonic hull/weather deck/tank inspections, renewing coatings/preservation items, replacing a port rubber seal, pumping/cleaning tanks and voids, replacing dewatering pumps and motors, zinc replacement, valve/actuator work, and dock/sea trials—tasks that closely mirror the Caisson 4-5 Spare scope such as seal replacement, ultrasonic inspections, tank cleaning/pumping, dewatering pump replacement, valve replacement, zinc anodes, preservation of similar steel structures/decks, and operational testing.
