Background

Salt Lake City Corporation is seeking qualifications from qualified offerors to provide administrative appeals services. The goal of this contract is to appoint an Administrative Appeals Officer who will oversee appeals of administrative civil citations for violations of city code. The City aims to engage individuals with significant administrative hearing experience or licensed attorneys in Utah for a minimum three-year term.

Work Details

The Administrative Appeals Officer will conduct appeal hearings, evaluate evidence, interpret city code and related state laws, and issue written decisions on appeals. Responsibilities include: 1) Hearing appeals challenging administrative citations issued for enforcing Salt Lake City Code; 2) Hearing petitions from City personnel requesting administrative enforcement orders; 3) Preparing for hearings using materials provided by City personnel; 4) Attending and presiding over hearings in person or virtually; 5) Issuing written decisions within required time periods; 6) Maintaining confidentiality of documents generated during the performance of the contract.

Period of Performance

The contract will be for three (3) years, with the possibility of extension for additional three (3) year terms.

Place of Performance

Services will be performed citywide in Salt Lake City, Utah.

Bidder Requirements

Offerors must be licensed attorneys in Utah or have significant experience with administrative hearings. They must also be registered with the Utah State Division of Corporations and Commercial Code. Offerors must demonstrate their ability to remain fair and impartial, interact professionally with parties involved, and comply with ethical standards set forth in the City's conflict of interest ordinance.
