Harmon Tunnel Highwall (Bluff) Scaling, Pammel State Park, Madison County

Background

The Iowa Department of Natural Resources is issuing a contract for the Harmon Tunnel Highwall (Bluff) Scaling project located at Pammel State Park in Madison County, Iowa. The mission of the Department is to protect and enhance the natural resources of Iowa. This contract aims to ensure the safety and stability of the tunnel highwalls by removing potentially unstable rock formations.

Work Details

The work includes the removal of loose or potentially unstable disjointed spalled/exfoliated bedrock fragments and talus above/around both tunnel portal highwalls using manual, mechanical, or chemical (non-explosive) methods. The contractor is responsible for: - Removal and disposal of all spoil resulting from the highwall scaling operation. - Ensuring that blasting is not permitted. - All personnel conducting work related to scaling operations must have completed satisfactory work on three similar projects within the last five years and have a minimum of two years of full-time experience in rock slope stabilization that includes rock scaling. - Providing adequate means to protect all personnel and surrounding property from injury or damage during rock scaling activities. - Submitting a detailed project Work Plan to the Iowa Department of Natural Resources and ECS Midwest at least ten working days prior to beginning work.

Period of Performance

The contract work is expected to commence after the preconstruction conference and must be completed by November 30, 2026.

Bidder Requirements

Bidders must comply with all applicable laws and regulations including obtaining necessary permits such as a NPDES Stormwater Discharge Permit for land-disturbing activities. The contractor must also provide proof of insurance coverage, including public liability insurance with specified minimum coverage amounts.
