Background

The Town of Abita Springs, Louisiana, is seeking Statements of Qualifications from qualified firms to provide project management, grant administration, and related administrative support services for federally and state funded programs. These programs include FEMA Public Assistance (PA), Hazard Mitigation Assistance (HMA), BRIC, FHWA programs, GOHSEP programs, HUD programs, and CDBG/CDBG-DR funding. The goal of this contract is to ensure compliance with grant requirements and facilitate disaster recovery and infrastructure improvements.

Work Details

The scope of work includes: - Grant compliance support - Documentation management - Reimbursement tracking - Administrative coordination necessary to support federally funded disaster recovery and infrastructure programs as they become available. The procurement is for non-A/E professional consulting services that comply with federal, state, and local procurement requirements. Respondents must submit a Statement of Qualifications that includes a transmittal letter, firm background and experience, resumes of key personnel assigned, relevant experience with federally or state funded grant programs, a description of the approach to services, a list of similar governmental clients within the past six years, relevant project experience including scope and contract value, manhour analysis and fee schedule, and a description of any proposed subcontractors.

Period of Performance

The anticipated contract term is three years with the option to renew for up to two additional one-year periods, subject to availability of funding and mutual agreement.

The services will be performed in Abita Springs, Louisiana.

Bidder Requirements

Respondents must comply with applicable insurance requirements including general liability, automobile liability, workers' compensation, and any other coverage required by federal or state law. They must also disclose any conflicts of interest and certify their eligibility regarding debarment status. Additionally, they are encouraged to take affirmative steps to utilize small businesses, minority businesses, women-owned businesses, veteran-owned businesses, and labor surplus area firms.
