Background

The Bucks County Area Agency on Aging (BCAAA) is issuing this solicitation to contract for the purchase and delivery of durable medical equipment and supplies for its OPTIONS Program consumers residing in Bucks County. The goal is to assist eligible individuals aged 60 and older in maintaining their independence and quality of life by providing necessary medical supplies. The contract will begin on or about August 15, 2026, and may be extended for additional periods based on mutual agreement.

Work Details

The contractor will provide a variety of durable medical equipment and supplies including but not limited to: 1. Adult size disposable briefs/diapers in various sizes (Small, Medium, Large, XL, XXL) with both medium and heavy absorbency options. 2. Disposable pull-ups in various sizes with medium and heavy absorbency options. 3. Incontinence liners including regular absorbent pads, extra absorbent pads, and overnight pads. 4. Disposable underpads and adult washcloths. 5. Fast absorbing skin protectant cream. 6. Liquid nutritional supplements in various flavors including Ensure and Glucerna. 7. Delivery of all items must be made directly to consumers' homes within ten business days after receipt of a service order from BCAAA.

Period of Performance

The contract term shall begin on or about August 15, 2026, and will terminate on August 14, 2027. The County reserves the right to extend the term for up to three additional twelve-month periods as well as an option to extend for up to three months if necessary to prevent a lapse in coverage.

Place of Performance

The services will be performed within Bucks County, Pennsylvania, specifically delivering supplies directly to consumers' residences.

Bidder Requirements

Bidders must be enrolled providers with Medicare and Pennsylvania Medical Assistance (MA). They must have at least five years of experience providing similar services and certify that they are not currently under suspension or debarment by any government entity. Bidders are required to submit various documentation including references from previous contracts involving durable medical equipment.
