Facility Security Enhancements - Commercial Doors, Video Intercoms, Public Address (PA) System

Background

Olivet Boys & Girls Club, a Pennsylvania nonprofit organization, is seeking written quotations from qualified contractors for facility security enhancements at its Clinton Club facility located at 677 Clinton Street, Reading, PA 19601. This project is funded in part by the U.S. Department of Homeland Security/FEMA Nonprofit Security Grant Program (Federal Award EMW-2023-UA-00075), passed through the Pennsylvania Emergency Management Agency. The goal of this contract is to enhance security through the installation of impact-resistant doors, a video intercom system, and a public address system.

Work Details

The work is divided into three lots: 1. **Lot 1 — Impact-Resistant Doors and Gates**: Replacement of seven door assemblies including frames at six exterior openings and one interior vestibule opening. The scope includes removal and lawful disposal of existing doors and frames, installation of new door assemblies with hardware, patching and painting disturbed surfaces, and compliance with applicable codes. 2. **Lot 2 — Video Intercom System**: Installation of a complete IP video intercom system including three video door stations, one master station at the front desk, remote door release integration for Doors 1 and V, and all necessary wiring and power supplies. 3. **Lot 3 — Public Address System**: Installation of a single-zone public address system consisting of head-end equipment, approximately eight speaker assemblies, four paging horns, all necessary wiring infrastructure, programming, owner training, and as-built documentation.

The anticipated completion date for all work is August 19, 2026.

Bidder Requirements

Vendors must comply with federal procurement standards including certifications regarding suspension and debarment. They must also provide evidence of required insurance coverage (commercial general liability of $1 million per occurrence) and applicable contractor licensure under the Pennsylvania Home Improvement Consumer Protection Act (PA HIC No.). Additionally, vendors must not propose any covered telecommunications equipment or services as defined in federal regulations.
