The South Hills Area Council of Governments (SHACOG) Purchasing Alliance is issuing a bid for the procurement of bulk Rock Salt (Sodium Chloride) for the 2026-27 winter season. Work Details

The successful bidder will supply bulk Rock Salt suitable for removing ice and snow from road surfaces. The salt must conform to specific physical properties, including being dry, loose, coarse crystals with defined sieve measurements. Chemical composition requirements include a moisture content not exceeding 2.0% and NaCl content not less than 94%. The Rock Salt must be treated with an anti-caking compound at a minimum rate of 20 PPM. Deliveries will be made as needed, with specific timelines based on order size: orders of 750 tons or less within 5 working days; larger orders will have staggered delivery schedules. The contract term is from August 1, 2026, to July 31, 2027, with no option for renewal. Each facility must have a minimum daily loadout capacity of 400 tons per hour and be capable of operating continuously as needed. Bidders must also submit a bid bond of $100,000 with their proposal.
