Sewickley Crosswalk ADA Improvement Project

Background

The Quaker Valley Council of Governments is issuing a notice for the CD 51-7.4c Sewickley Crosswalk ADA Improvement Project. This project aims to enhance accessibility in compliance with the Americans with Disabilities Act (ADA) and other federal regulations. The project is federally funded and requires adherence to various labor standards and compliance measures.

Work Details

The contractor will provide all labor, materials, and professional consulting and/or construction services necessary for the Sewickley Crosswalk ADA Improvement Project. Compliance with the Davis-Bacon Act and other Federal Labor Standard Provisions is required. The project includes but is not limited to: - Demolition - Construction of crosswalks - Installation of ADA-compliant ramps - Signage - Any additional work necessary to meet federal accessibility standards. All work must comply with Title VI of the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act of 1974, Executive Orders regarding Minority Business Enterprises (MBE) and Female Business Enterprises (WBE), as well as Section 3 requirements under the Housing and Urban Development Act.

Period of Performance

The contract period will commence upon award notification and is expected to be completed by July 2nd, 2026.

Place of Performance

The project will be performed in Sewickley Borough, Allegheny County, Pennsylvania.

Bidder Requirements

Bidders must comply with specific certifications including M/WBE status and SDVOSB requirements if applicable. A bid bond of not less than 10% must be submitted. Compliance with Section 3 requirements is mandatory, which includes utilizing lower-income residents for employment opportunities. All contractors must provide proof of insurance and bonding as specified in the solicitation documents.
