2026 SHACOG Fire Equipment Testing

Background

The South Hills Area Council of Governments (SHACOG) is a cooperative venture of its member municipalities, aimed at facilitating procurement processes for various services. This Request for Proposal (RFP) is issued on behalf of the SHACOG Fire Chiefs Advisory Committee to solicit proposals for the inspection and service testing of fire equipment, including fire hoses, ground ladders, aerial devices, and fire pumps. The goal is to ensure that the equipment used by member fire departments meets safety standards and is operationally ready.

Work Details

The contract involves the following services: 1. **Inspection and Service Testing of Fire Hose**: Approximately 161,406 feet of fire hose will be inspected and tested across sixteen participating fire departments. The inspection must comply with NFPA Standard 1962. 2. **Inspection and Service Testing of Ground Ladders**: About 4,429 feet of ground ladders will be inspected at fifteen fire departments, adhering to NFPA Standard 1932. 3. **Inspection and Service Testing of Aerial Devices**: Annual inspections and service testing for approximately eight aerial devices at eight fire departments will be conducted, following NFPA Standard 1911. 4. **Performance Testing of Fire Pumps**: The contractor will perform annual performance testing on twenty-seven fire pumps across eleven fire departments in accordance with NFPA Standard 1911.

The contract period is set for the year 2026, with specific timelines for each type of service to be coordinated with the respective fire chiefs.

The services will be performed at various locations within the South Hills area of Pittsburgh, Pennsylvania, specifically at the participating fire departments listed in the RFP.
