Background

The Department of Finance and Administration (DFA) of the State of Arkansas is seeking to obtain pricing and a contract for armored car services. The goal is to provide daily pickup of funds that will be securely transported and deposited at a monitored facility designated by the Department. This Invitation for Bid (IFB) is issued by the Department of Shared Administrative Services (SAS) Office of State Procurement.

Work Details

The Contractor shall provide daily armored car services from Monday to Friday, between 11 a.m. and 4 p.m. CST, excluding state holidays. Services include: 1. Daily pickups of funds for secure transport to a designated cash vault. 2. Provision of licensed and armed security guards during service. 3. Use of properly armored vehicles that are registered, insured, and marked with the company’s name. 4. Notification to DFA regarding late or missed pickups via phone, email, or text message. 5. Maintenance of a maximum liability amount of at least $250,000. 6. Delivery of funds on the same banking day they are received, with proof of deposit provided upon request. 7. Compliance with performance standards including minimizing stop times to eight minutes or less during pickups.

Period of Performance

The initial term of the contract will be three years starting from September 1, 2026, with potential renewals for up to four additional one-year terms, not exceeding a total contract duration of seven consecutive years.

Place of Performance

Services will be performed within the State of Arkansas as designated by the Department.

Bidder Requirements

Prospective Contractors must have at least five years' experience providing similar armored car services and must provide documentation such as a Certificate of Good Standing and Certificate of Authority upon request. Contractors must also certify compliance with various restrictions including not engaging in boycotts against Israel or certain industries.
