Background

McHenry County, Illinois is seeking qualified firms to provide ongoing GIS consulting services for a period of two years starting in December of fiscal year 2026-27. The County's GIS Department utilizes ESRI software to manage and deploy enterprise geodatabases and GIS applications across various departments, covering approximately 600 square miles with around 150,000 real estate parcels.

Work Details

The selected firm will be responsible for the following services: - **Enterprise Geodatabase Professional Services**: Support for ArcSDE and MS SQL Server including database administration, troubleshooting, development, and design across multiple geodatabases containing diverse datasets. Knowledge of SQL reporting services is required. - **ArcGIS Server Professional Services**: Assistance with existing applications and development of new applications including administration, design, development, and implementation. - **Application Development Professional Services**: Proven experience with ArcGIS Server, ArcObjects, .NET framework, ASP.NET, C#, AJAX, JavaScript/HTML5, IIS, REACT, ArcGIS JavaScript API, ArcGIS Maps SDK for Java, ArcGIS API for Python, and ArcPy. Submission of examples of developed applications is required. - **ArcGIS Online & ArcGIS Portal Support**: Experience in administering and managing web applications for these platforms is necessary. - **Network Administration**: Assist with deploying applications securely using a reverse proxy and understanding server/network requirements. - **On-Call Support**: Availability to resolve emergency GIS web application outages after hours or on weekends. - **Transfer of Knowledge, Training, and Documentation**: Provide training to staff as needed and create documentation.

Period of Performance

The contract will commence in December of fiscal year 2026-27 and will last for two years.

Services will be performed in McHenry County, Illinois.

Bidder Requirements

Firms must submit an electronic proposal that includes background information about the firm, an organizational chart of key personnel involved in the project, resumes of all individuals working on the project, examples of relevant project experience with references. Firms must also demonstrate their ability to provide on-call support.
