Background The Department of Veterans Affairs (VA) is seeking to identify qualified Service-Disabled Veteran Owned Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) capable of providing Intensive Outpatient Program (IOP) services to eligible beneficiaries of the Cleveland VA Medical Center (VAMC). This sources sought notice is for information and planning purposes only and does not constitute a solicitation or obligation on the part of the VA. Work Details The Contractor must provide all personnel and facilities necessary for the Intensive Outpatient Program (IOP), which is a community-based temporary residential housing program aimed at supporting Veterans facing challenges related to addictions, substance use, and co-occurring mental health disorders. The IOP will offer private accommodations with a 24-hour residence option for Veterans, allowing stays ranging from six (6) to twelve (12) weeks. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Akron, OH (Summit County) Bidder Requirements Interested firms must be registered in SAM to be eligible for government contracts. Respondents should provide their business name, address, website, SAM Unique Entity Identifier (UEI) number, contact person's name with telephone number and email address. They must also indicate their socioeconomic business status (e.g., Service Disabled Veteran-Owned, Veteran-Owned, Women-Owned, Disadvantaged Small Business, 8(a), etc.) and submit a capability statement detailing previous experience in providing similar residential housing program services for the Veterans Health Administration or other healthcare entities within the last three years. Incumbent Analysis (see Incumbents section for more detail) The opportunity appears to have a confirmed incumbent based on VA contract 36C25021D0044, awarded to Family & Community Services for Intensive Outpatient Program (IOP) beds in Summit, Stark, and Mahoning Counties, OH, with a period of performance from 09/17/21 to 09/14/26 and an award value of $806,374. A related follow-on contract (36C25021D0044-36C25024N0951) also reflects continued IOP bed support in the same general service area. These prior awards appear similar to the current requirement because they involve providing IOP residential bed days for qualified Veterans with mental health and substance use treatment needs in Ohio, aligning with the anticipated Akron-area IOP housing requirement.
