Summary: Background The United States Air Force at Joint Base Lewis-McChord (JBLM), WA, is seeking to identify qualified offerors for the Engineer-Furnish-Install-and-Test (EFI&T) of Outside Plant (OSP) and Inside Plant (ISP) Fiber Optic Cable and Radio System Channel Bank Replacements. This project aims to enhance the communications infrastructure and support weather station and NavAid upgrades. Work Details The scope of work includes the installation of single-mode fiber optic cabling and radio system channel bank replacements across six buildings at JBLM. The contractor will be responsible for providing all engineering, labor, materials, tools, equipment, apparatus, and transportation necessary to complete the installation. Specific tasks include: EFI&T OSP/ISP fiber optic distribution cables providing 12 strands of SM FOC from Building J00008 to multiple McChord Buildings including J00100, J01159, J01172, J01503, J01504, J01505, J14010, J14024, J14027, J14030, FMQ-19 Primary, FMQ-19 Mid-Field Site Sensor Group, and FMQ-19 Discontinuity Site. The contractor will also need to coordinate with the 627CS for escort requirements in certain buildings. Period of Performance All work must be completed not later than 120 days after contract award. Place of Performance Joint Base Lewis-McChord (JBLM), WA; specifically in Buildings J00008, J00100, J01159, J01172, J01503, J01504, J01505, J14024, J14027, J14030 and FMQ-19 sites. Bidder Requirements Interested offerors must provide a capability statement that includes relevant past performance. They should also indicate their business size (large business or small business categories such as SBA Certified 8(a), HUB Zone, Service Disabled Veteran Owned Business or Woman Owned Small Business). Additionally, contractors must have the capability to perform or hire qualified personnel/subcontractors for this type of acquisition. Incumbent Analysis (see Incumbents section for more detail) This sources sought appears to have a confirmed incumbent and/or closely related prior contract based on FA448421D0004 awarded to Unified C4 (Unified C4), valued at $8,179,068 with performance from 03/01/21–08/31/26. The prior work includes ongoing telecommunications services and special projects involving installation and maintenance of fiber optic cables between various buildings, along with OSP/ISP system support, which aligns with the current requirement for engineer-furnish-install-and-test of OSP/ISP fiber optic cable and related communications channel bank replacements at JBLM.
