This contract is for the operation, maintenance and repair of the Motor Vessel INDEPENDENCE (MVI) which is owned by the Naval Facilities Command Engineering and Expeditionary Warfare Center (NAVFAC EXWC). NAVFAC EXWC is responsible for providing research, development, testing and evaluation (RDTE) of undersea surveillance systems, load handling systems, acoustic array systems, cable system components, cable and system survivability studies, installation methods, test vessel support, and training range establishment and maintenance. NAVFAC EXWC is also tasked with assisting other Government agencies with ocean vessel support, oceanographic surveys, environmental data collection, naval exercises, tests, range area support, and Remotely Operated Vehicle (ROV) operations. M/V INDEPENDENCE is the primary vessel used in support of these operations and is typically berthed at Naval Base Ventura County, Port Hueneme CA.

Maintenance of vessel readiness for missions as specified in Task Orders. 4. Provision of additional vessels and crews if required due to conflicts or mechanical issues. 5. Engineering services for alterations to support project missions, including structural and mechanical modifications. 6. Logistics support for mobilization/demobilization activities, including loading/unloading equipment. 7. Data acquisition and reporting during missions. 8. Provisioning meals for crew and project personnel during operations at sea or in port. Period of Performance The contract will cover a period of 5 years (1825 days) with operational days estimated at approximately 145 days in-port and 220 days at-sea each year. Place of Performance Primarily in coastal waters of California, Oregon, and Washington; however, operations may extend to other areas as required. Bidder Requirements Bidders must meet the following requirements: 1. Small Business Set Aside - Total (SBA). 2. Must provide a properly credentialed crew with relevant experience in operating ocean vessels similar to M/V INDEPENDENCE. 3. Must have necessary security clearances as specified by NAVFAC EXWC.
