Background The U.S. Food and Drug Administration (FDA), specifically the Office of Pharmaceutical Quality and Research (OPQR), is conducting market research to identify potential contractors for software license renewals, maintenance, support, targeted software development improvements, and on-site hardware preventative maintenance services. The goal is to sustain and enhance the operational capabilities of the Integrated Digital Asset System (IDAS). The FDA is particularly interested in small business sources capable of providing these services. Work Details The contractor will be responsible for: (A) Licensing and Maintenance for RFID Label Printing Software (BarTender Enterprise), which includes reactivating previously expired licenses, adding additional printer licenses, and providing annual maintenance renewal; (B) Licensing and Maintenance for Asset Management Software; (C) Development and Enhancements for Asset Management Software including batch tag printing, archiving, report improvements, and item count display; (D) On-Site Hardware Preventative Maintenance and Technical Support. Specific tasks include reactivation of licenses to ensure continued labeling functionality, expansion of printer licenses to meet operational needs, and ensuring all software remains current and secure through maintenance coverage. Bidder Requirements Bidders must qualify as small businesses under the Small Business Administration guidelines. They should possess capabilities in providing software licensing, maintenance services, technical support, and enhancements related to RFID label printing and asset management systems. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract with Impres Technology Solutions, which previously supported OPQR’s Integrated Digital Asset System (IDAS) expansion and related services under awards 75F40125P00247 ($499,679) and 75F40125P00259 ($274,890). The prior work focused on expanding IDAS from pilot operations to additional OPQR laboratories, which aligns with the current need to sustain IDAS operations through software licensing renewals, maintenance/support, targeted enhancements, and on-site hardware preventative maintenance.
