This is a Request for Information (RFI) for market research purposes only, issued by the Sentinel Systems Program Office. This is not a solicitation for proposals, a promise to issue a solicitation in the future, or a commitment to award a contract. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. The Sentinel Program is a critical Acquisition Category 1D (ACAT 1D) Major Defense Acquisition Program (MDAP) to modernize the nation's Intercontinental Ballistic Missile (ICBM) system. The program requires expert-level contractor support in managing a large and complex Integrated Master Schedule (IMS), database administration, and strategic program planning. The purpose of this RFI is to gain a deeper understanding of the current industry capabilities to provide the specialized scheduling and program management support services detailed in the attached draft Performance Work Statement (PWS). The Government is seeking to identify qualified sources, understand available expertise, and gather information on best practices.

Background The Sentinel Systems Program Office is issuing this Request for Information (RFI) as part of the Sentinel Program, which is a critical Acquisition Category 1D (ACAT 1D) Major Defense Acquisition Program (MDAP) aimed at modernizing the nation's Intercontinental Ballistic Missile (ICBM) system. The program seeks expert-level contractor support for managing a complex Integrated Master Schedule (IMS), database administration, and strategic program planning. The purpose of this RFI is to gather information on industry capabilities to provide specialized scheduling and program management support services. Work Details The scope of work includes comprehensive contractor support services for the Sentinel program, specifically in the following areas: - Primavera P6 Scheduling Management: Development and maintenance of a complex, 70,000+ line Integrated Master Schedule (IMS) using Primavera P6 EPPM, including critical path analysis, data integration with Earned Value Management (EVM) systems, and user support. - Oracle Database Administration (DBA): Management, maintenance, security, and optimization of the Oracle database environment hosting the Primavera P6 application while ensuring compliance with DoD security standards (STIGs, SRGs). - Master Planner and Strategic Support: Development and synchronization of the program-level IMS, conducting quantitative schedule risk assessments (SRA), performing 'what-if' scenario modeling, and enforcing baseline change management. - ACAT 1D Program Support: Providing scheduling and planning input for key acquisition documents such as Acquisition Strategy and Acquisition Program Baseline, supporting program milestone reviews, and offering comprehensive support for Integrated Baseline Reviews (IBR). - Reporting and Governance: Developing executive-level dashboards and reports, responding to data calls, and supporting governance bodies like the Schedule Review Board (SRB) and Joint Configuration Control Board (JCCB). Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The primary place of performance for key personnel is onsite at Hill Air Force Base, UT; other personnel may work hybrid or remote but will require quarterly travel to Hill Air Force Base. Bidder Requirements Key personnel are required to possess a SECRET / SAP security clearance. Bidders must demonstrate their capability to recruit, retain, and staff SECRET / SAP cleared positions. Additionally, bidders should provide evidence of experience managing large-scale Integrated Master Schedules exceeding 50,000 lines and supporting ACAT I or similar large-scale government acquisition programs.
