Background The Department of the Interior, through the Bureau of Ocean Energy Management (BOEM), is seeking to support the identification of offshore sand, sediment, and potential critical mineral resources along the Outer Continental Shelf off Southwest Florida. This includes areas offshore Sarasota, Charlotte, Lee, and Collier Counties. The goal of this contract is to conduct a comprehensive investigation into these resources to inform future management and utilization. Work Details The contractor shall provide all necessary supplies, services, and personnel to complete the following tasks: - Investigation planning; - Geophysical surveys; - Geological investigations; - Core collection and testing; - Laboratory analysis; - Critical mineral analysis; - Data evaluation; - Reporting; - Submission of digital data deliverables formatted for ingestion into the Marine Minerals Information System. The work will be performed in accordance with the contract terms and conditions, the Statement of Work, and all applicable Federal requirements. Period of Performance The period of performance for this contract will be two years from the date of award. Place of Performance The work will be performed in federal waters offshore Southwest Florida. Bidder Requirements This solicitation is a 100% Total Small Business Set Aside. Bidders must meet specific qualifications related to staffing credentials, security clearances, and professional licenses as required for geophysical surveying and mapping services. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on BOEM’s prior award 140M0121D0006, awarded to Aptim Federal Services (value $13,181,212; 07/22/21–07/21/26). That effort provided geophysical, geological, and environmental data collection and analysis supporting OCS marine minerals stewardship, including identification/characterization/delineation of offshore sand and other marine minerals, coring, geophysical mapping, and critical mineral resource evaluations. The current requirement’s focus on offshore sand/sediments and potential critical minerals in Southwest Florida, along with similar tasks such as geophysical surveys, geological investigations, core collection/testing, laboratory analysis, and data evaluation/reporting for BOEM systems, suggests continuity of the same type of resource assessment work.
