This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0719 is issued as a Request for Quotation (RFQ) for a Circular Dichroism Spectrometer as detailed in the Statement of Work (SOW) for United States Department of Agriculture (USDA) National Animal Disease Center in Ames, Iowa. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 334516 Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
Background The United States Department of Agriculture (USDA) National Animal Disease Center in Ames, Iowa, is seeking to acquire a Circular Dichroism Spectrometer. This acquisition aims to replace an outdated CD spectrometer that is no longer supported by the manufacturer. The new instrument will enhance research capabilities related to prion fibrils, which are linked to Chronic Wasting Disease and scrapie, thereby supporting the understanding of transmissible spongiform encephalopathies (TSEs). The goal is to obtain a more advanced and sensitive instrument that can provide critical data for ongoing research. Work Details The contract involves the delivery of one Circular Dichroism Spectrometer with the following specifications: - Capability to measure CD, LD, and Absorbance simultaneously with three wavelength scanning modes: continuous scan, step-scan, and auto-scan. - Dual prism polarizing monochromator optics with a parallel beam to maximize signal-to-noise ratio and minimize stray light. - Wavelength range of 163-950 nm with less than 0.0003% stray light at 200 nm and less than 0.004 mdeg RMS Noise at 185 nm. - Inclusion of a Xenon 150W supracil air-cooled light source. - Integrated wavelength calibration source with optimized N2 purge and an integrated mercury lamp for calibration. - Complete software suite compatible with existing laboratory data systems. - Ability to hold both 10 mm and 1 mm cells, equipped with a N2 flowmeter. - Peltier Temperature control system ranging from -40°C to +130°C with temperature accuracy of ±0.5°C and various temperature control features. - Thermal analysis software for determining melting point, enthalpy, and entropy. - Scanning Emission Monochromator for fluorescence scanning capable of simultaneous measurements across specified ranges. Period of Performance Delivery is required within 90 days after receipt of order. Place of Performance The instrument will be delivered to USDA, NCAH, Bldg 20, Room 2611, 1920 Dayton Ave., Ames, IA 50010. Bidder Requirements This acquisition is set aside for small business concerns as per the Small Business Administration guidelines. Bidders must ensure they meet all necessary qualifications including any manufacturer or reseller authorizations required for the specified equipment. Incumbent Analysis (see Incumbents section for more detail) The prior contract GS21F0093V-12505B22F0069 awarded to The Remi Group (valued at $114,200) for “SERVICE CONTRACT JASCO SYSTEM” suggests an existing relationship supporting JASCO circular dichroism instrumentation. Because the current requirement is for a Circular Dichroism Spectrometer with advanced measurement and calibration features, the earlier service work appears to be a continuation of maintaining or supporting the same type of CD system used in the lab.
