The CPE-CBRND is issuing this Request for Project Proposal (RPP) to identify only qualified 501(c)(3) non-profit (NFP) organizations capable of establishing and operating a technology accelerator for the VEDDER Prototype Accelerator (PA) under an Other Transaction Authority (OTA) agreement under Broad Other Transaction Authority Announcement (BOTAA) W911SR-24-R-CWMD. The VEDDER PA is designed to execute in alignment with Section 236 (Pilot Program on Development of Near-Term Use Cases and Demonstration of Artificial Intelligence Toward Biotechnology Applications for National Security).

Background The CPE-CBRND is issuing this Request for Project Proposal (RPP) to identify qualified 501(c)(3) non-profit organizations capable of establishing and operating a technology accelerator for the VEDDER Prototype Accelerator (PA) under an Other Transaction Authority (OTA) agreement. The VEDDER PA aims to align with Section 236, which focuses on the development of near-term use cases and demonstration of artificial intelligence toward biotechnology applications for national security. Work Details The contractor will engage in systematic use of scientific and technical knowledge in the design, development, testing, or evaluation of potential new products, processes, or services to meet specific performance requirements. This includes design engineering, prototyping, and engineering testing. The lifecycle phases include Research, Material Solution Analysis, Technology Maturation & Risk Reduction, Engineering & Manufacturing Development, Production and Deployment. The contractor will also work with enabling technologies that facilitate the development of countermeasure products or systems. Improved logistics tracking technologies will be developed to monitor product items throughout shipping and usage. The project may involve prototype projects that evaluate technical feasibility or military utility of various technologies. Period of Performance The geographic location(s) the contract will be performed (if provided) Bidder Requirements Bidders must be qualified 501(c)(3) non-profit organizations. They should demonstrate capabilities in research, development, manufacturing, and past performance relevant to the proposed effort. Key personnel must have appropriate qualifications and experience. Offerors must also provide security clearances as necessary and submit annual financial statements for the last three years.
