Request for information This is a request for information/market research to provide data for planning purposes ONLY. This Request for Information DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. A determination by the Government not to complete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. On behalf of the DOD, Naval Medical Readiness Logistics Command the GSA, Office of Centralized Acquisition Services (GSA/OCAS), is conducting market research to understand the capabilities related to providing the below requirement.

Draeger Anesthesia Maintenance Services

Naval Medical Readiness Logistics Command Detachment Fort Detrick has a requirement for an on-site maintenance service contract for Draeger Anesthesia units onboard the US Navy Fleet. The contractor shall provide their Total Care Maintenance Service Agreement to include all resources, labor, travel, transportation, parts, materials, equipment, and management necessary to keep the medical equipment in good operating condition and to perform all scheduled and unscheduled maintenance of the equipment listed in Table 1. This non-personal services maintenance contract shall cover the repair, PM, calibration, and exchange services according to the Manufacturer's specifications for the equipment listed in Table 1 (See attached PWS). Service personnel must have a good working knowledge of the equipment and have complete access to the online and local access to Draeger Service Connect required to perform services and maintenance per the OEM specifications. The Contractor shall provide for all replacements of worn and/or defective parts that contractor has determined have failed under proper use as necessary to restore the equipment to 100% operational condition as specified by the OEM. Contractor shall furnish and install only OEM replacement parts or OEM recommended substitution/ modifications, as approved by the Medical Department as required ensuring proper and safe operation of the equipment. The Contractor shall provide technical assistance; install firmware/hardware/software updates as required by the manufacturer. The period of performance for this contract is a base period and four option years.

Bidder Requirements Bidders must demonstrate experience providing similar services within the last three years. They must have access to Draeger’s Service Connect online documentation system and be fully licensed. Additionally, contractors are required to provide identification badges for employees responding to service calls, which must display their name, picture, contractor's name, and title identification. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 47QSWC21D0001, awarded to Draeger for preventative maintenance of Draeger anesthesia equipment for the U.S. Navy/Naval Medical Logistics Command during 01/01/21–12/31/25. The current requirement similarly calls for on-site Total Care Maintenance covering scheduled and unscheduled maintenance, PM, calibration verification, repairs, and OEM parts/software updates for Draeger anesthesia units onboard Navy vessels. The overlap in equipment type and maintenance scope suggests the new effort may be a continuation or expansion of the existing anesthesia maintenance arrangement.
