It is the of the Government intention to solicit a contract to manufacture and deliver a max quantity of thirty (30) Electrical Hull Penetrators (EHP). This would be approximately fifth-teen (15) EHPs per year over a 2-year (24 months) duration. An EHP assembly is defined as an EHP and the associated transmitter cable. The material being procured under this contract is LEVEL I material and is being installed in a SUBSAFE boundary. Therefore, all interested parties shall explicitly state that they are Level 1/SUBSAFE certified and have a Quality Management System (QMS) Manual and Inspection System Procedures, in accordance with ISO 9001.The contractor shall also confirm that they are capable of meeting the welding requirements below: Welding procedures, welding procedure qualification test data, and welder Qualification data will be in accordance with NAVSEA S9074-AQ-GIB-010/248. Weld procedure and qualification test data must be submitted to the Certifying Activity for approval prior to welding. Fabrication welding of machinery, piping and pressure vessels will be in accordance with NAVSEA S9074-AR-GIB-010/278Fabrication and welding of HY-80/100/130 Submarine Hull structure will be in accordance with NAVSEA T9074-AD-GIB-010/1688.The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) anticipates a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) requirement to procure a max quantity of thirty (30) Electrical Hull Penetrators (EHP). Based on the results of the sources sought notice published on 04 November 2025 on SAM.gov, in concurrence with the NSWCPD Director Small Business this procurement is not a small business set-aside.
Background The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy's ships, submarines, military watercraft, and unmanned vehicles. This contract aims to procure Electrical Hull Penetrators (EHP) for the Columbia Class New Construction efforts.
