Summary (Newest Update)

Background The Flagstaff Ranger District, part of the USDA Forest Service, is issuing this solicitation for the purchase of cattle guards with concrete bases. The goal of this contract is to enhance infrastructure within the Coconino National Forest, supporting the agency's mission to manage and protect national forests and grasslands. Work Details The contractor will provide the following items: 1. Purchase of cattle guard (1 EA) 2. H20 8’x7.5’ green cattle guard (2 EA) 3. Wing ends for cattle guard (2 EA) 4. Wing posts for cattle guard (2 EA) 5. Hinged clean-out for cattle guard (2 EA) 6. Concrete foundations for cattle guard (2 EA) 7. H20 10’x7.5’ green cattle guard (2 EA) 8. Wings ends for second cattle guard (2 EA) 9. Wing posts for second cattle guard (2 EA) 10. Hinged clean-out for second cattle guard (2 EA) 11. Concrete foundation for second cattle guard (2 EA). The total cost will be determined based on unit prices provided by the bidders. Period of Performance The period of performance is from July 1, 2026, to September 30, 2026, with a delivery requirement of 90 days after award. Place of Performance Items will be delivered to a location southwest of Sedona, AZ on Bill Gray Road, approximately 3.4 miles north of the Immaculate Conception Catholic Church. Bidder Requirements Bidders must be small business concerns as this opportunity is a Total Small Business Set-Aside. Additionally, bidders are required to submit a product brochure of the items specified in the Statement of Work and a Buy American Certificate. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract for cattle guard procurement in the Coconino National Forest area. Prior awards include Jim’s Supply ($28,680, 08/22/23–09/22/23) for H-20 specification steel cattle guards with powder-coated green finish and livestock control while maintaining vehicle access, and Govaera ($28,500, 03/12/26–05/31/26) for “AZ DOT CATTLE GUARD COCONINO NF.” The current RFQ similarly calls for H-20 green cattle guards with wings and hinged clean-outs plus concrete bases, which looks like a continuation of the same type of manufactured cattle guard hardware and configuration.
