The Global Positioning Integration and Navigation System (GPINS) services requirement is necessary to obtain the expertise and performance to support the Army Test and Evaluation Command (ATEC) test mission with the development, maintenance, and expansion of Global Positioning System (GPS) instrumentation.

Summary (Newest Update)

Background The Global Positioning Integration and Navigation System (GPINS) services requirement is essential for supporting the Army Test and Evaluation Command (ATEC) test mission. The U.S. Army Yuma Proving Ground (USAYPG) is the only air delivery developmental tester in the U.S. Army, making GPINS services critical due to unique mission scenarios. Cibola Information Systems (CIS) has been the sole developer and integrator of GPINS for over 25 years, possessing proprietary software and technical data necessary for its operation. Work Details The GPINS services include: - Development, maintenance, and expansion of Global Positioning System (GPS) instrumentation; - Advancements in the Improved Vehicle Tracking System (IVTS) and WindPack systems; - Customization and integration of GPS instrumentation for various test programs including electronic warfare systems, ground combat systems, and ammunition systems at USAYPG. The contractor will conduct research to remain at the forefront of GPS instrumentation, incorporating integrated mission equipment packages and state-of-the-art technology to capture guidance, navigation, timing, and control data. This may also involve applying GPS radio frequency countermeasure technologies. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will primarily be performed at the U.S. Army Yuma Proving Ground (USAYPG), Arizona. Bidder Requirements Only Cibola Information Systems (CIS) is deemed capable of fulfilling this requirement due to its exclusive ownership of all proprietary software and technical data associated with GPINS. No other contractor possesses the necessary system integration capability or technical expertise required to perform this work. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the prior GPINS service support contract W9124R21C0006 awarded to Cibola Information Systems for $10,471,426 (12/01/20–05/31/26). The prior award description indicates it provides global positioning system integration and advanced navigation systems support for test programs at the U.S. Army Yuma Proving Ground, which aligns closely with the current requirement for GPINS services supporting ATEC test missions through development, maintenance, and expansion of GPS instrumentation and related navigation capabilities.
