Summary

The U.S. Food and Drug Administration (FDA) is issuing Request for Proposal (RFP) No. 75F40126R00020 for Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST) support services. The Government intends to award a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide enterprise-wide Occupational Safety, Policy, Laboratory Quality, Industrial Hygiene, Information Systems, Training, and related support services across FDA headquarters and nationwide laboratory and field facilities. Contract Type

The Government intends to award one (1) IDIQ contract. Individual task orders may be issued as: - Firm-Fixed-Price (FFP) - Time-and-Materials (T&M) - Labor-Hour (LH) - Hybrid arrangements combining multiple pricing methodologies

Contract Ceiling

The maximum value of the IDIQ contract is: $14,500,000, inclusive of all ordering periods and task orders. The guaranteed minimum amount under the IDIQ is satisfied through award of the initial task order.

Initial Task Order

Task Order 1 will be awarded concurrently with the IDIQ award as a firm fixed price base + options. The scope consists of:

CBER BSL-3 Annual Re-Verification and Decontamination Services

Requirements include, but are not limited to: - BSL-3 laboratory re-verification and certification support - Primary barrier equipment certification validation - HVAC airflow and pressure differential testing - Vaporized Hydrogen Peroxide (VHP) decontamination services - Biosafety compliance assessments - Deficiency identification and corrective action analysis - Preparation of verification reports and certification documentation.

Proposal Submission

Place of Performance The primary place of performance for services under this IDIQ contract is FDA Headquarters – White Oak Federal Research Center located at 10903 New Hampshire Avenue, Silver Spring, MD 20993. Additional locations may be specified in individual task orders within the Washington DC metropolitan area or at other FDA nationwide facilities as required. Bidder Requirements Offerors must have relevant experience in occupational safety and industrial hygiene. All contractor personnel requiring access to FDA facilities must undergo background investigations conducted by the Defense Counterintelligence and Security Agency (DCSA). The Risk Designation for this contract is Tier 1. Contractors must comply with all FDA information security requirements including NIST cybersecurity framework standards. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 75F40120D00043, awarded to IHC for $4,991,443 (09/27/20–03/29/26).
