Background

The City of Phoenix, Arizona, is seeking a qualified consultant team to provide engineering services for the rehabilitation of large diameter ductile iron pipe (DIP) sanitary sewer pipelines and associated manholes. This initiative is based on the findings from the 2020 Condition Assessment report focusing on NASSCO Grade 3 infrastructure. The goal is to ensure the functionality, safety, and environmental integrity of the sewer system.

Work Details

The contract includes construction administration and inspection (CA&I) services for approximately 287 NASSCO Grade 3 pipe segments (14 miles) and associated manholes. The sewer pipe sizes range from 15 inches to 60 inches in diameter, with various types of manholes including standard pre-cast concrete, brick, and cast-in-place junction structures. Services will encompass: - Assisting contractors in obtaining necessary permits. - Oversight of construction activities to prevent defects. - Site inspections at various construction stages to verify work quality. - Reviewing contractor proposals, submittals, RFIs, payment applications, and change orders. - Performing field inspections and providing reports with photos/videos. - Evaluating CCTV documentation of rehabilitation work. - Conducting pre-construction and progress meetings. - Preparing punch lists for corrective work and re-inspections. - Delivering final record drawings to the City.

Place of Performance

The work will take place at multiple locations within the City of Phoenix right-of-way or easements.

Bidder Requirements

Consultants must have a National Association of Corrosion Engineers (NACE) Level III inspector on staff or as a subconsultant for manhole coating inspections. Inspectors must possess OSHA trenching and excavation certification and confined space training certification. Firms must be registered in the City’s Vendor Management System prior to submitting a proposal.
