Background

The Township of North Brunswick is seeking to retain a qualified employee benefits consulting firm to assist in the review, coordination, analysis, administration, and procurement of employee benefits programs. The consultant will provide strategic guidance and technical expertise related to employee health and welfare benefits, including medical, prescription drug, dental, vision, life, disability, wellness, and other voluntary benefit programs. Additionally, specialized assistance regarding the New Jersey State Health Benefits Program (SHBP) is required.

Work Details

The selected consultant shall provide comprehensive employee benefits consulting services including: 1. Benefits Program Review and Analysis: Evaluate existing employee benefits programs; analyze medical, prescription drug, dental, vision, life, disability; recommend cost-effective strategies; conduct benchmarking against comparable public-sector employers; identify opportunities for cost containment. 2. Procurement and Marketing Services: Assist in developing specifications for employee benefits programs; conduct market analyses; solicit proposals from insurance carriers; assist in negotiations with carriers. 3. SHBP Consulting: Provide guidance on SHBP participation; analyze SHBP plan offerings and costs; evaluate SHBP versus alternative funding options. 4. Labor Relations Support: Assist during collective bargaining negotiations involving employee benefits; prepare financial analyses of proposed changes. 5. Compliance Guidance: Advise on compliance with federal and state laws affecting employee benefits; monitor healthcare reform developments. 6. Wellness Programs: Evaluate existing wellness initiatives; recommend strategies for preventive care. 7. Ongoing Advisory Services: Serve as the primary advisor for employee benefits.

Period of Performance

The anticipated term of the contract is two years commencing August 1, 2026 and ending July 3, 2028 with the option for two one-year renewals.

Place of Performance

The services will be performed at the Township of North Brunswick in Middlesex County, New Jersey.

Bidder Requirements

Respondents must demonstrate a minimum of five years of experience providing employee benefits consulting services to public-sector clients and have experience working with New Jersey municipalities or governmental entities. They must also have knowledge of the State Health Benefits Program.
