Background

The Kenton County Airport Board (KCAB) is seeking proposals for a Commercial Vehicle Management Software System (CVMS) to be implemented at the Cincinnati/Northern Kentucky International Airport (CVG). The existing system, GateKeeper Systems software, integrates with onsite Transcore AVI readers to manage trip fees for commercial vehicle operators. The goal of this contract is to enhance the efficiency and effectiveness of the CVMS, ensuring it meets current operational needs and future growth.

Work Details

The contractor will provide a comprehensive CVMS that includes: 1. Real-time tracking and control of vehicle movement, operational 24/7. 2. Compatibility with existing Transcore Encompass 4 and 5 readers and e-go AVI tags. 3. User management features allowing role-based access control. 4. Reporting capabilities for airport staff in various formats (PDF, Excel). 5. Monitoring of system hardware and alarms for communication loss. 6. Database management for vehicles, drivers, and compliance documents like insurance certificates. 7. Fee calculation capabilities based on complex structures including trip fees and dwell time fees. 8. Access for commercial vehicle operators to view their activity without compromising database security. 9. Integration with existing Accounts Receivable systems for billing purposes. 10. Updates to software at no charge during the contract term.

Period of Performance

The contract will commence on September 1, 2026, and continue until August 31, 2029, with an option to renew for two additional one-year terms.

Place of Performance

The services will be performed at the Cincinnati/Northern Kentucky International Airport (CVG), located in Hebron, Kentucky.

Bidder Requirements

Proposers must have a minimum of five years' experience in configuring and installing CVMS software at U.S. airports similar in scope to CVG. Preference will be given to Kentucky resident bidders as per state law.
